The Central Procurement Unit within the Ministry of Finance, Government of Grenada, is responsible for managing and disseminating public procurement information in accordance with national legislation.
The procurement website serves as the primary platform for publishing procurement plans, tender notices, requests for quotations, contract awards, and related policies. It plays a key role in promoting transparency, accountability, and public awareness of procurement activities across the country.
Problem / Challenge
The existing procurement website, in use since 2018, had become limited in its ability to effectively support modern public procurement needs. The platform lacked the structure, usability, and functionality expected of a current digital system.
Navigation and content presentation made it difficult for users to access key information efficiently, impacting transparency and public engagement. The site also did not fully reflect the evolving role of the procurement system or the importance of clear communication between government and stakeholders.
Additionally, there was a need for improved performance, scalability, and the ability for internal teams to manage and update content independently.
Solution
AZITS proposed the development of a modern, user-focused procurement website designed to improve accessibility, usability, and information delivery.
The solution focused on restructuring the platform to clearly present procurement information, including notices, plans, and policy documents, within an organized and intuitive interface. Emphasis was placed on improving navigation, enhancing user experience, and aligning the platform with modern web standards.
The platform was also designed to support integration with relevant systems and databases, ensuring efficient management of procurement data while maintaining performance, security, and scalability.
Implemention
The implementation was carried out through a structured and collaborative process.
Initial phases focused on understanding stakeholder requirements, including the needs of procurement officers and the broader public. This informed the redesign of the platform’s structure, navigation, and content layout.
The AZITS team then developed the website using modern development practices, ensuring efficient code, responsive design, and integration with backend systems. Performance optimization and security considerations were incorporated throughout the development process.
Training was provided to procurement personnel to support ongoing content updates and system management. Documentation and support processes were also established to ensure long-term sustainability of the platform.
